We heard from Paul Kelly, Senior Associate from Pellings who told us about Project Malachi. Pellings provided Employer’s Agent, Cost Consultancy, Principal Designer, Clerk of Works and a Client Advisor to oversee the construction of a new modular 3-4 storey housing block for the homeless which is managed by the Salvation Army. The project also includes a bicycle repair shop ‘Recycles’ on the ground floor which takes used bicycles and trains people to repair and resell them, boosting employability in the process and further supporting the homeless residents in the housing above. The scheme, built offsite in modular form, was intended to offer both affordability and enhanced programme delivery. The client appointed the contractor through a recognised Framework and then commissioned Pellings to provide EA, QS and CoW services both Pre and Post contract. To ensure overall aspirations were successfully met, Pellings worked closely with London Borough of Redbridge to resolve the challenges faced on this project.
