The Government came to power in June 2024 having pledged to ‘get Britain building again’ and deliver 1.5 million new homes this parliament. The Housing Forum shares the Government’s ambitions and our members are keen to ramp up delivery of much-needed new homes. The scale of the challenge in building 1.5 million new homes over a five-year period remains immense. In 2023-4, there were 221,070 new homes completed in England – a lower figure than the 234,290 added the previous year. In 2024-25 the numbers fell again to 199,300.

This leaves 1.3 million to build over the subsequent four years, which would average at 325,000 per year. However, we know that new starts fell by an alarming 28% in 2024-5, which suggests that the numbers will not start to pick up much this year. The government will therefore need to aim for a sharp upward trajectory in the following three years.
