The Government has published two invitations to engage around the development of planning policy on improving build-out rates.

Firstly, a working paper on speeding up build out has been published, on which views are sought.

Secondly, a new technical consultation on improving build-out transparency has been published.

It is being proposed that housebuilders must commit to delivery timeframes before they receive planning permission, and must then report annually on progress. If they fail to deliver on schedule without good reason, councils will have powers to fine them, or take over the sites themselves, or to refuse future planning applications.
